Is it not conceivable that they thought there was a chance it would be restricted to 57,000 but hoped they would be allowed to sell 60,000. However they held back 3,000 tickets just in case that would then be sold on general sale, to members, in the ballot or whatever.
Not sure Twitter gives you enough characters to spell it out exactly.

Yes, that's why he said general sale as he obviously means members.
Thanks for admitting they knew they could only sell 57k despite claiming to fans in the spring the capacity would be 60k though.
